NOTES

Our Commodore Herb Packard and Helen put on a tremendous amount of miles going to all of the chartering ceremonies shown above. What can only be imagined is the fantastic effort required of Herb and his instructor cadre teaching Public Education classes, recruiting members, and then getting them BQ'ed (Basic Qualification for membership). In each case, the new officers had to be sworn in and trained to be sure the flotillas could survive on their own. It is a real tribute to Herb that Division IX (and Division X which was a split of Division IX) is alive and well today.
